Attempted bike theft this morning?

At about 6:45am, On my commute to work I was rolling down Milwaukee. In front of Buffalo Exchange(1478 N. Milwaukee) there was a car that was half parked, half in the streets. It's not normal for that to happen in the morning(that I've noticed), but more common in the afternoon.
