Bike Rack Fail: Anyone been out along Roosevelt since the "upgrade?" (Oak Park/Berwyn/Cicero)

I guess this was a co-production between Oak Park, Berwyn, and Cicero.

I had opportunity to travel westbound on Roosevelt heading out towards Harlem a few weekends ago to try to get my instrument repaired.

There are a zillion new stylized bike racks installed in the sidewalks on both sides of the street for what seemed like a 2-mile stretch, and almost none of them were placed in any sort of way that makes sense. The ones that are paired are too close together (could be as much as 18" but I'd believe 12"), and almost all of them are located far away from businesses or other types of buildings where you'd think they'd be needed.  It's like someone within public works purposely sabotaged them.

Completely cringeworthy. Would really like to understand how this could happen.
