The list of the 5 Chicago Cycling Fatalities for 2018 recognized by CDOT includes Carlos D. Ocana-Castillo, 21, at 1800 s. 59th St. 2-28-18, and does not recognize and include Jesse Rodriguez, 67, at Devon and McCormick 9-23-18 as a cyclist because he was astride his bicycle on the sidewalk/crosswalk waiting to cross the street when he was hit. CDOT's Rebeka Sheinfeld ruled that he was a pedestrian and not a cyclist.
