I have no idea who he is, but I still had his Streetview scene open from yesterday when I saw your post this morning.

For those not following the CDOT Lock Cutting thread, this is on Adams east of Canal.

For extra, extra bonus points, can you deduce from streetview clues what day this photo was shot?

Awesome reference tricolor. And one of the greatest scenes in that movie. I teach it all the time. 

First thing that came into my head.  I looked up the scene on youtube and wrote it down as I watched.  Blade Runner and The Road Warrior made 1982 a year to remember.

I don't see a date, only a month and year, but I'd say it'd be a clue.  (And for the record, I have no idea when it was taken.)

Could the arm-band have come from the Bike to Work Week Rally on Friday, June 17, 2011?

Looks less like an arm band and more like scrunched up arm warmers to me (?).
