Fines for cars cycling too close?

I've come to notice that the majority of motorists that pass me too closely drive vehicles with out of state plates. New arrivals unfamiliar with Illinois laws?

Personally, I think I'll just start sporting one of those "dog cones." That ought to make me "more visible" to motorists, significantly reduce my aerodynamics, AND make me look like a completely dork.
