Is there any way to take trail donated money and move into programs aimed to curb violence? Guessing this would require donor to specify this change?

Taking money specifically donated to split a very congested bike path and moving it to vague "intervention programs"? Sorry, maybe I'm missing something here but I'm not understanding specifically what that entails, whether it's been proven effective to "curb violence" and how to justify moving a private donation for a specific purpose to something the person did not intend it to go towards. 

Also, is this alderman saying this is the annual cost of the program or a one-time cost? I'd imagine this would be an ongoing budget need so how do they plan to fund it after the initial year?

I agree we need to address the gun violence in our city but throwing money at the problem without a plan and an estimated budget doesn't strike me as effective either. Also, if they are short on funds, how about ticketing all of the motorists that park in the bike lanes? That'd probably raise significant ongoing revenue.
