Anyone know a company or someone that could make Skirtguards for a step through bicycle?

Anyone know a company or someone that could make Skirtguards for a step through bicycle? Not interested in the crocheted type. Will need them to attach to Berthoud fenders. Waterproof material and sized like this:

Those are beautiful. I don't know where to get one like that but I do know that they make metal mesh ones (not crochet/yarn) that are pretty affordable.

Some of the LBS's around town have similar items like JC Lindt maybe. Perhaps they even have solid black ones you could paint up like that to match your picture above. You'd have to go and look.
