I see this often, usually just wonder why it's left or when it''ll be removed, why the person didn't lock it better...etc.

This time I was thinking about the rear bike rack but still feel like it would be stealing even though this bike is pretty clean already who knows how long until it's removed completely? 

I mean why let a good rack go to waste or to someone else?

Mike, I don't know why things like this happen, and I see these 'bike skeletons' in my 'hood also. Did the cyclist forget where they locked the bike, are they ill in the hospital, did they move & couldn't take the bike, do they no longer have interest in cycling, are they on a long vacation, is this a 'bait bike' put here by police to observe from their cameras, is this just a stolen bike being stored here by a 'evil bike thief' until he sells it, or not ? I wonder also.

As for the city clearing it, the process takes a long time, and the 'vultures' start picking it over, then it becomes an unsightly mess. But as for removing something that the owner is not claiming just doesn't seem right to me. A $10 value beat up used rack can be found elsewhere. CL marketplace !
