Had to chuckle at the one representative who said "you want to overturn common law" by amending the statutes. The "common law" is the law that came down from England and through our own courts. Vehicle Codes are statutes--not common law. Besides, we have a lot of statutes that "overturned" common law. The common law is not the Constitution! Another example of the ignorance of elected representatives.
