There has to be a story. I am eager to hear it. My slightly larger bike was locked to a nearby rack.

No U-lock !

I don't see the cable.  The valve stems are at a 45 degree angle.

At least part of the message is getting through. The bike is leaned up against a bike rack and not the nearby sucker pole.

No. The bike is not locked and  four hours later is still there. What struck me was that a little kid's bike is parked in the loop. I have seen adults ride a small bike like a bmx bike but am baffled by a kiddie bike amidst a sea of commuters. Did a kid ride to the loop with mom or dad? Is some whiz kid working in my building and riding his/her bike? (I have tried to avoid making a comment based on a former submarine sandwich pitchman) Is some  adult riding this thing? It just seemed like a fish out of water.

David, it may just be an amusing way to 'recycle' the bike. A throwaway. Anybody's kids need a bmx? Was it possibly there overnight.
I just had a lite lunch a while ago. Now I'm hungry again. Thanks David. Subway or tacos? Tacos !
