This just in over the UIC College of Cycling listserv, as reported by the UIC Police:

On Sept. 19 at 3:40 p.m., UIC Police were notified by one of their off-duty officers that he was observing the apparent theft of a bicycle in progress at the Science and Engineering Lab East (950 S. Halsted -- 607 bldg.)

The off-duty officer directed responding units to cover positions while he kept the suspect under surveillance as he attempted to remove the U-lock.  During this process, the suspect noticed the off-duty officer and began to walk away.  The suspect was arrested for Attempted Theft and Criminal Trespass To State Land.

A subsequent search revealed that the suspect had burglary tools in his possession, and investigation further determined that he closely fit the description of the offender who had been recorded on video surveillance committing a bicycle theft on Sept. 11 from the Student Recreation Facility (737 S. Halsted -- 630 bldg.)  The suspect, Michael C. Hawkins, 50, of Chicago, confessed to this earlier crime and was then charged with Felony Theft.

I just searched on the googles for this guy and if it's the same Michael C. Hawkins of Chicago he was caught stealing a bike at the Wilmette Metra station on June 26th 2011.  He really needs to find a new line of work.

"Michael C. Hawkins, 49, of 372 N. Hamlin Ave., Chicago, is due in court July 25 on a charge of theft, stemming from a June 28 incident at the Metra train station, 400 Richmond Road. Police said Hawkins was seen taking a bicycle from the station."

It is interesting that these arrest blurbs include the person's address.
