Hi Ranelle, there are a few custom builders working in the city. Two that I know would are currently building would be Humble Frameworks http://www.humbleframeworks.cc and Method Bicycle http://www.methodbicycle.com . While my frames are similar geometry to a touring frame they are not custom fit and can only take IGHs.

I've done repairs like this before. I have lots of experience with crack repairs do to my background in metal fabrication, and I've repaired lots of cracked frames. That said, I still have to look at it to be sure that I can do it. Sometimes in-addition to cracks there is heavy rusting, then I can't help.

Hey UV.  not yet, been busy with a move.  Also I'm getting varied opinions on what the right solution is.  Kind of a puzzle I have to figure out.  Once the move is complete, I will solve it, hopefully.  what do you think should be the fix, brazing?

Hi CJ, if you can't get anyone to help you, feel free to contact me. I have a lot of work on my plate right now, and other frame builders here might need the work more then me. Their turn-around time might be better too, they may be able to do it while you wait. It would be about one week with me.
