With so much attention on vehicles parked in bike lanes, WBEZ decided to look at this common complaint among both veteran and newbie bicyclists. We wondered: Where in the city do vehicles get ticketed the most for parking in bike lanes, a penalty that comes with a $150 fine? And do those areas match with the neighborhoods with the most complaints?

What gets ticketed

A majority of vehicles ticketed are passenger vehicles, which totaled 2,203, according to city records from last year. Trucks were the runner-up at 269, followed by taxis at 71 and moving trucks at 53.


So many commercial vehicles violating the bike lanes. So much missed revenue opportunity for the city. 

Seriously? 71 taxis in one year? I've personally documented over 71 taxis since January of this year. Do they spend the vast majority of their day sitting in Starbucks?

They've issued 1 f*cking ticket at 125 S Franklin St. I've documented over 50 instances.

What a joke.

The bar graph is a bit misleading. They added the 311 code in April, but the graph shows complaints from January through July. 'Not sure how many folks bothered calling 311 prior to them adding the code in April. I've submitted over 100 reports. Am I the only person in the Loop doing so?

Something is seriously wrong with the data. I wonder if they treat multiple reports at a location as a single "complaint". Look at the 2017 map. There's *one* dot at 125 S Franklin, but I've submitted over 50 reports for this location!

I probably submitted somewhere around 50 complaints regarding the cars parked in the bike lane in front of Malcolm X college alone!

And there's one data point on the map at Malcolm X..

Nothing showing on Elston at Damen, and I submit complaints at least weekly.

Interesting article - funny seeing many of my submissions (and links to my chainlink pictures) in the UIC/Little Italy area as well as along Elston. I guess it is doing some good, better get back to reporting because it is still a huge issue in front of the Chicago Lighthouse.

Yeah, and they left out the bit about how the new 311 reporting mechanism only indirectly influences which spots get enforcement.

"Elliott,

 I just got done reading your story ‘Where Chicago Tickets For Parking In Bike Lanes’. Something is seriously wrong with the cities data, or how they are presenting it. I have personally submitted over 50 331 reports this year for vehicles illegally parked at 125 S. Franklin St. The ‘2017 Bike Lane 311 Complaints Map’ map shows *one* data point at that location. Likewise, I’ve submitted over 50 reports for the 225 N Franklin St location, but the map is only showing 3 dots.

 Do you have any idea if the city is treating multiple reports at the same location as a single data point? This is crazy.  I’ve documents over 250 instances of vehicles parked illegally in the bike since January 2017. The 311 system only added the code for ‘Vehicle in Bike Lane’ in April, so many of the violations in early 2017 were not reported.

 I’m beginning to understand why there has been no change in driver behavior. The city wrote 71 tickets in 2017 for taxis. I’ve document over 70 taxis myself in my 5 minute ride through the Loop each day. The city is obviously not serious about enforcing the law."

So about 1 truck per day and fewer than 10 cars per day?  GMAFB.

 

Looking at the complaint numbers compared to the number of tickets by area, it's pretty obvious that the city has been completely ignoring the 311 data.

I looked at the author's csv files on GitHub, and something is definitely screwed up on his maps. I see 62 of my complaints in the '2017_complaints.csv' file, and the vast majority of them are the two Franklin St. hotspots (125 S and 225 N), but only a few points show on the map. 'Gotta get to the bottom of this.

Also, the data file is missing over half of my 2017 reports. Something is amiss.

I wonder if the all of he points aren't showing up due to being directly laid on top of one another?  

Out of the 62 complaints, can you tell if the Franklin complains appear to be counting toward the total number of complaints for that ward?

I received a reply from the author, and he believes the mapping software is overlaying the data points. 'Very misleading if you ask me. Two spots on Franklin have over 25 reports each. The software should use a different size circle/point to represent the number of records at the same location, or at a minimum display all the records when mousing-over a data point.

Also, as noted below, the data file only contains data through early July. The author said the data is all that the city gave him, but didn't state when he asked for it.
