When would I tighten the adjusting screw for a Brooks saddle?

I'm not sure when I'm supposed to tighten or adjust the saddle via the screw underneath the saddle with Brooks' supplied little wrench.

It can be argued that you should NEVER mess with the tension bolt on these saddles. But here's a link to someone who is infinitely more knowledgeable in this arena than I:

I've tightened my saddle bolt twice (each time, about a 1/4 of a turn of the wrench) on my Brooks. Once was after about a year of having the saddle, the second was after 18 months.
