You are correct that the is a crosstown route running on Addison from about Lane Tech to just west of the Kennedy.

I only know what's on the map I linked too, which identifies Diversy as the next E/W crossing south for both the river and the Kennedy. Adding two river crossings in the gap between Cortland and Berteau is a major improvement.
