It seems there has been many rulings that individuals may utilize ordinary vehicles (shoes, horses, wagons, bicycles, automobiles) to travel and transport their personal property.  As long as they don't harm other people and have not had a judicial ruling banning them from driving.  Driving license, license plate, insurance are not required.  None of these say you can ignore traffic regulations.

Businesses (movers, cabs, etc) doing business can be regulated.

(This question came up in a RV group, posted by a nomadic person.  I believe in the right to travel (especially bicycles) and the need for driver's license and license plates).

Timothy McVeigh was pulled over for driving without license plates after he bombed the federal building in Oklahoma City.

Apparently it is somewhat based on Atlas Shrugged, where they formed a community without a government or taxation.  They achieve their aims by non-documented transactions (working for cash, not registering drivers, vehicles, children, etc).  Of course you then end up with no roads, no services, no army, etc.  And road bicycles demand very smooth roads.  Mountain bike are good with firm dirt, but can't go everywhere.  Fat tire bike can go everywhere, and double as flotation devices.
