Bike lane status re: Milwaukee Ave. construction, just north of Kinzie

Hey, y'all,

Quick question here, maybe more appropriate for the alderman or CDOT: What's the status of the bike lake immediately NW of the construction on Milwaukee just beyond Kinzie? Two cars were parked inside the lane this evening (photo attached below), and whilst snapping these photos, in which I deliberately obscured license plates as this is more a matter of communication than persecution, from my perspective, one owner came out an was very aggressive in stating that he could park there because "the bike lane is closed." Any insight on its current status would be most helpful to this guy who clocks c. 5,000mi./year but is unclear on this evolving status.

FWIW: If the ancillary construction cone (to the right of the front vehicle) is indicative of a designated work area, they are, at the very least, parked without designation within a construction zone. If not, the construction area has concluded prior to their parking locations and the bike lanes would have thus returned to their inherent functionality, no?

Oh! The driver said that "the bike lane is closed", so he can park there now. Geez, maybe heez write. Aren't they always? !

I thought all the bike lanes closed at 11 like the 606...
