Bicyclist Pulled Over/Ticketed Today On Halsted?

Say a police vehicle blocking a lane, looking like he cut off a biker headed south on Halsted near Division this a.m. around 7:45 am. Just curious if that was a Chainlinker being pulled over and ticketed on their bike for some reason. I must say that's the first time I've seen that.
